As a general rule of thumb, for x10 crisis you should have at least 1 million fleet power to be able to combat them, and 5 million is usually enough to win comfortably, and 10 million is strong enough to just curbstomp it without any real risk. Only one Crisis can appear in a campaign, so if a different one appears you won't have to deal with the Contingency. The Contingency will first make itself known by sending every empire an event alerting them to the presence of the Ghost Signal.

Go to your Stellaris installation. If you're using Steam, that'd be inside your Steam installation at \Steam\steamapps\common\Stellaris\ . Then go to \Stellaris\events and open the crisis_trigger_events.txt file. Scroll to the bottom where you'll see these lines: ### Nothing 120 = {} Add a # in there so it looks like this instead.

It was not bugged in all versions. I fought the Contingency and the Unbidden a lot between 1.8 and 2.0.1 and they expanded at least a bit in all versions.
